국립경주문화재연구소·ICOMOS-KOREA 공동 주최, 8.25. 경주 힐튼호텔(온라인 생중계)

문화재청 국립문화재연구원 국립경주문화재연구소(소장 김성배)는 ICOMOS-KOREA(국제기념물유적협의회 한국위원회, 위원장 송인호)와 함께 오는 25일 오전 10시 경주 힐튼호텔에서「세계유산 신라왕경 보호·관리에 대한 5가지(5Cs) 접근」을 주제로 학술대회를 개최한다.

* 이코모스(ICOMOS, International Council on Monuments and Site, 국제기념물유적협의회) : 유네스코(UNESCO)의 자문기관으로 활동하는 비정부기구로, 국제적인 문화재를 보호·보존하기 위해 1965년 창설

‘5Cs’는 세계유산 협약의 이행을 촉진하기 위해 유네스코 세계유산위원회가 개발한 5가지 전략 목표로, 신뢰성(Credibility), 보존(Conservation), 역량구축(Capacity-Building), 소통(Communication), 공동체(Community)를 뜻한다. 이번 학술대회에서는 5Cs를 기반으로 신라왕경의 보호·관리 현황과 미래에 대한 종합적인 논의를 진행할 예정이다.

* 유네스코(UNESCO, 유엔교육과학문화기구) : 교육·과학·문화 등의 보급 및 교류를 통한 국가 간 협력증진을 목적으로 1945년 설립된 국제연합(UN)의 전문기구

학술대회는 기조강연과 6개의 주제발표, 종합토론으로 구성되었다. 1부에서는 세계유산협약과 5Cs에 대한 전반적인 이해와 5Cs 중 신뢰성(Credibility), 보존(Conservation)과 관련된 주제를 다룰 예정이다. 먼저 기조강연 ▲ ‘세계유산협약과 5Cs, 지속 가능한 유산 보존’(송인호, ICOMOS 한국위원회 위원장)을 시작으로 ▲ ‘세계유산 신라왕경의 신뢰성, 확인된 가치의 유지와 향상’(김수민, 한국전통문화대학교) ▲ ‘보존과 장소성, 유산군으로서의 신라왕경의 보존’(이수정, 유네스코 세계유산국제해석설명센터) 등 2개의 주제발표가 예정되어 있다.

2부에서는 5Cs 중 역량구축(Capacity-Building), 소통(Communication), 공동체(Community)와 관련된 세계유산 영향평가의 특징과 적용방안 등을 다룰 예정이다. ▲ ‘신라왕경과 국제지침, 그리고 그 이행에 대한 역량구축’(이나연, 유네스코 세계유산국제해석설명센터)을 시작으로 ▲ ‘발굴조사와 소통, 이해관계자와의 조율’(김경열, 국립경주문화재연구소) ▲ ‘세계유산 신라왕경의 유산화 과정에 있어 지역 공동체 참여에 대한 비판적 검토’(함예림, 국립경주문화재연구소 ․ 김의연, 충남역사문화연구원), ▲ ‘세계유산 신라왕경의 보존관리를 위한 유산영향평가’(김충호, 서울시립대) 등 4개의 주제발표가 이어진다.

주제발표 후에는 한필원 한남대학교 교수를 좌장으로 발표자·토론자·학회 참가자 등 전문가들 간에 세계유산 신라왕경 보호·관리에 대한 폭넓은 의견을 주고받는 종합토론이 예정되어 있다.

이번 학술대회는 세계유산 협약의 전략 목표(5Cs)를 통해 경주의 유산 보호·관리의 현재를 살피고, 세계유산 영향평가(HIA)에 대한 발제를 통해 유산의 보존과 개발이라는 상충되는 가치 속에서 발생할 수 있는 잠재적 위협에 대한 합리적인 관리 방식을 모색할 수 있을 것으로 기대된다.

* 세계유산 영향평가(HIA, Heritage Impact Assessment) : 세계유산의 탁월한 보편적 가치를 중심으로 잠재적 개발이 세계유산에 미치는 영향을 평가하는 제도

The Gyeongju National Research Institute of Cultural Heritage (Director Seongbae Kim) under the National Research Institute of Cultural Heritage of the Cultural Heritage Administration, along with ICOMOS-KOREA (Korea National Committee of the International Council on Monuments and Sites, Chairman Inho Song), will host a conference entitled “The 5Cs Approach to the Conservation and Management of the Royal Capital of Silla World Heritage Site” on the 25th of August 10 a.m. at the Gyeongju Hilton Hotel.

*ICOMOS (International Council on Monuments and Sites): established in 1965 to protect and preserve international cultural properties as a non-governmental organization acting as an advisory body to the UNESCO

The 5Cs refer to five strategic goals, “Credibility,” “Conservation,”“Capacity-Building,” “Communication” and “Communities” to promote the implementation of the World Heritage Convention, developed by the World Heritage Committee in UNESCO. At this conference, comprehensive discussions will be held on the current status and future of heritage conservation and management of the Silla royal capital on the basis of these five strategic goals of the World Heritage convention.

*UNESCO (United Nations Educational, Scientific and Cultural Organization): a specialized organization of the United Nations (UN) established in 1945 for the purpose of promoting cooperation between countries through the dissemination and exchange of education, science and culture.

The conference will consist of a keynote presentation, six thematic presentations, and a discussion. The first session will cover topics related to general understandings of the 5Cs and the World Heritage Convention as well as credibility and conservation in the 5Cs.Following the first keynote presentation▲ “The World Heritage Convention, the 5Cs, and Sustainable Heritage Conservation” (Inho Song, Chairman of the Korea National Committee of ICOMOS) ▲ “Credibility of the Silla Royal Capital World Heritage Site and the Maintenance and Improvement of its Confirmed Value (Sumin Kim, Korea National University of Cultural Heritage) ▲ “Conservation and Placeness: the Conservation of the Silla Royal Capital as a Serial Property” (Sujeong Lee, International Centre for the Interpretation and Presentation of World Heritage Sites under the auspices of UNESCO)two thematic presentations will be presented.

The second session will addresscapacity-building, communication and communityamong the 5Cs and related characteristics and applications of world heritage impact assessments.

▲The presentations begin with “The Royal Capital of Silla in the World Heritage Conventionand Capacity-Building” (Nayeon Lee, International Centre for the Interpretation and Presentation of World Heritage Sites under the auspices of UNESCO) ▲ “Archaeological Excavation and Communication: Coordination with Interested Parties” (Gyeongyeol Kim, Gyeongju National Research Institute of Cultural Heritage) ▲ “A Critical Review of Local Communities Participation in the Heritagization of the Royal Capital of Silla World Heritage Site” (Yerim Ham, Gyeongju National Research Institute of Cultural Heritage and Euiyeon Kim, Chungnam Institute of History and Culture), ▲ “Heritage Impact Assessment for the Conservation Management of the Royal Capital of Silla World Heritage Site” (Chungho Kim, University of Seoul) for a total of four topical presentations.

After presentations, a discussion is planned, inviting a wide range of opinionson the conservation and management of the Royal Capital of Silla World Heritage Site from experts, including presenters, discussants, and conference participants, led by Professor Pilwon Han of Hannam University as Vice-chairman.

This conference hopes to assess the current status of heritage conservation and management in Gyeongju through strategic goals (5Cs) of the World Heritage Convention and use findings of the Heritage Impact Assessment (HIA) to identify potential threats and future approaches to effective management that may emergefrom the conflicting values of conservation and development of heritage.
